The West Basin Municipal Water District Board of Directors has elected Carol W. Kwan to serve as its Board President for 2013. Director Kwan was first elected to the West Basin Board of Directors in 1996 and previously served as Board Vice President. She was the first Asian American, and the first female, to be elected to the West Basin Board.
“Over the past 16 years I have seen West Basin continue building on its reputation as one of the most progressive and innovative water supply agencies,” said President Kwan. “In 2013, we will continue our Water Reliability 2020 program to create new and more reliable water supplies through water recycling, conservation and desalination.
“I’m excited to see this year bring 10 new Ocean Friendly Gardens, an additional 16 million gallons per day at our recycling facility and environmental studies on the future of ocean-water desalination,” Kwan said.
President Kwan represents the cities of Hermosa Beach, Lomita, Manhattan Beach, Redondo Beach and Torrance. She won re-election in November 2008 and is currently in her fifth term of office. President Kwan was instrumental in the installation of the South Bay’s first free, water bottle filling station last fall in Redondo Beach. Serving as vice-president will be Ed Little, who has been on the Board since 1989. He represents Culver City, El Segundo, Malibu West Hollywood, Lennox North Ladera Heights, Topanga, View Park and Windsor Hills.
