    A fire that scorched 40 acres started Monday and was completely controlled as of late Tuesday. More than 600 homes were evacuated Monday, but residents were allowed to return to their houses that same day. Two people were injured, a first responder and a civilian. Born in 1959 to George and Catherine Frakes in Santa Barbara, Laura was active in sailing, swimming, and tennis in her school years, but especially enjoyed art, music, horseback riding, and spending time with close friends.     Carmen Lucero was born Maria Del Carmel Lucero to Jose Domingo and Ignacia Lucero nee Baca on Saturday Oct. 18, 1919 in Crowley, Colorado.
